In "The Reason For RESCO" Gerry Braun illuminates the background and need for the RESCO program in California. He describes the origins of the program in his thoughts about appropriate scale of development for various renewable energy sources, including a mid-sized, "community" scale. Given the diverse energy needs and opportunities at that scale, Braun thought that "it seemed unlikely that one renewable source by itself would result in an optimum solution. It also seemed that integrating multiple renewable sources with efficiency, smart grid and demand response measures would typically be the right approach." The RESCO program is all about taking a phased approach to defining the best renewable energy portfolio for individual communities.
