Voters defeated Prop 23, which would have suspended activity related to AB32 Climate Action bill.
On November 2, 2010, California voters defeated Proposition 23, which would have prevented further action under AB 32 until California's unemployment rate drops to 5.5% or below for four consecutive quarters. California's unemployment rate, which currently hovers around 12%, has been at 5.5% or below for four consecutive quarters just three times since 1980, according to Ballotpedia. Once again, support for climate change mitigation activities has dodged the bullet.
